We will set up on the grass in front of the McCoart building (1 County Complex, Prince William, Virginia). Training begins at 0900, set-up can begin at 0800 (see the map)

For this exercise we will use:

WebEx will be sent via email as well. This will be voice only for coordination and off-site questions.

Net Control

There will be some net control operators assigned on Saturday (or in advance as needed). Remember, we are all in this together, and it is an excellent chance to practice being a net control station. Please have patience with them as we practice.

For this exercise, if NCS assigns you to a location you will not deploy to that location, just pretend you are at that site and use the suggestions below to respond to questions directed to your location.

Net control stations, please draw up a matrix of sites near to your location. For the Ole Virginia Hams, that is the county’s north end, including the independent cities. For the Woodbridge machine, that includes the EOC, Service Authority, and the Mooney sanitation plant.

As a Net Control Station, you should be prepared to record who is avaible to help, report to the ECIC the number of people availble, if there is traffic pending etc.


Traffic Script

NOTE: Based on how much traffic is received and where it is going, it may be necessary to establish a secondary net on another frequency and have people move to that frequency. Ensure that you have a current frequency plan in front of you before calling for traffic.

Stations with traffic from the City EOCs, please call now.

Pause for traffic from the other EOCs, then have them begin sending to the stations it needs to sent to.

Stations with traffic from the Hospitals, please call now.

Pause for all other traffic, then begin sending.

Repeate every 15 to 30 minutes as the event requires based on the amout of traffic.

Emergency Coordinator’s Script

QST QST QST This is David, KG4GIY, EC, Prince William County ARES. At this time, Prince William County ARES has been activated.

Your net control for this repeater is insert NCS. All non-ARES traffic is requested to keep conversations short and give priority to ARES related traffic.

All ARES stations will be directed to contact net control on one of the two repeaters. Please do not check into both repeaters. Please only check into the repeater you can hear the clearest. Once you have checked in, please stand by until we assign you to your locations.

Sample Traffic

During our event, we will call for various forms of traffic. Feel free to invent whatever traffic you want to send, from basic I am here to more complex resource requests. If you are struggling for ideas:

Follow the CSALTT model:

C-capability being requested
S-size
A-amount being requested
L-location the mission/resources are being deployed
T-FEMA Type
T-time the supplies/resources are needed

Hospitals:

Hospitals will generally be asked for their current capacity. Hospitals will generally ask for supplies, including medicine, PPE, O2, etc.

Shelters:

Shelters will generally be asked for their current capacity. Shelters will generally ask for supplies, including additional cots, bedding, and food.

EOCs:

The Prince William County EOC will be mocked by the team on site at McCoard. The other EOCs will not be utilized for this event. Most request for supplies go to the EOCs while request for counts and status of supply deliveries come from the EOC.

Other:

Any and all of these agencies are part of our list of served agencies and could make any number of random requests from needing operators to needing supplies, etc. Lots of opportinities for messages.
