Some Definitions
  • ARES: Amateur Radio Emergency Service
    • Part of the American Radio Relay League Field Services Branch
  • RACES: Radio Amateur Civil Emergency Service
    • Defined in Part 97 (§97.407) of the FCC regulations

Amateur Radio Emergency Service (ARES)
  • ARES was started in 1935
  • It consists of licensed amateurs who have voluntarily registered their qualifications and equipment for communications duty in the public service when disaster strikes
  • Every licensed amateur, regardless of membership in ARRL or any other local or national organization, is eligible for membership in ARES

Amateur Radio Emergency Service  (con’t)
  • The only qualification, other than possession of an Amateur Radio license, is a sincere desire to serve. Because ARES is an amateur service, only amateurs are eligible for membership.
  • The possession of emergency-powered equipment is desirable, but is not a requirement for membership.

Radio Amateur Civil Emergency Service (RACES)
  • Created to prevent abuse of Amateur Radio Operators in 1954
  • Operators MUST be registered with a civil defense organization (local, county, state, federal)
  • Restrictions on which stations you can talk to when activated as a RACES station
  • Communications MUST be specifically authorized by the civil defense organization served

SOS - Structure
  • Local ECs create a local and regional response plan for events
  • Cohesive frequency structure for use during events (emergency or otherwise)

SOS – Organization
  • Members of ARES know where the fall on the organization chart and can better assimilate into other existing organizations (e.g., ICS/NIMS)
  • ECs structure call-ups and deployments in an efficient fashion that best utilizes manpower and location

SOS - Support
  • No team has to work alone.  Manpower can be requested from surrounding jurisdictions
  • Regional organizations can be called on to support ARES activities and ARES can be called on to support their activities
